ASSOCIATE CONSULTANT

Paul has worked in the housing, health and social care sectors since 1981, holding roles at a social enterprise, local authorities and NHS Trusts. He’s an expert in adult social care (learning disabilities and mental health), public policy, outcome measurement and social return on investment.

Paul has worked as a consultant since 2000 and was the co-founder and managing director of MWB Consultancy Ltd from 2002- 2015. During this time, he worked for the Audit Commission as Best Value Inspector and as a QUADS consultant for drug services. He has built-up a substantial track record in homelessness services, complex needs services and mental health services. He also undertook significant amounts of work with Sure Start projects and the Children’s Fund, working on strategy and commissioning with over 10 Sure Start schemes. Paul convened and supported both the West Midlands and East Midlands Regional Homelessness forums for over 10 years, including redrafting the West Midlands Homelessness Strategy in 2011.
 
He continues to provide consultancy services, ranging from developing outcome based approaches to commissioning and delivery, evaluations and research, needs analysis, strategic support, operational design, consultation and service user involvement.

From 2015 to 2020 Paul worked for Triangle Consulting Social Enterprise ltd (Outcomes Star) in a variety of roles including being Director of Operations for the final two years at Triangle. Leaving in 2020 to go part time and spend more time with his bike and less time on the train.

Paul worked for North Staffordshire NHS Health Authority from 1999 to 2000, as Health Action Zone Programme Manager. He was responsible for the implementation of the Health Action Zone programme across North Staffordshire. 
Paul worked for Stoke-on-Trent City Council from 1997 to 1999, as a Social Services Planning Manager. He was responsible for the development of strategy and policy, strategic liaison with housing and coordinating the completion of Partnership, Carers and Prevention plans.
 
Paul worked for North Derbyshire Community Health Care Services NHS Trust from 1995 to 1997, as Clinical Audit Co-ordinator. He was responsible for developing the Trust’s strategy for clinical audit.

Paul worked for North Derbyshire NHS Health Authority & North Derbyshire Community Health Care Services NHS Trust from 1991 to 1995, as Mental Health Services Manager. He was responsible for the redevelopment of community support and acute services, including the management of a number of multi-disciplinary teams and for the development of inter-agency arrangements for service development and planning.

Paul worked for Derbyshire County Council from 1987 to 1991 , as Learning Disabilities Service Manager. He was responsible for managing a wide range of existing resources and developing and establishing new services for people with a learning disability. 

Paul worked for Greenwich London Borough Council from 1981 to 1987, as Project Manager. He was responsible for setting up and managing supported housing schemes for people with a learning disability leaving home or following a long stay in hospital. He was responsible for the development and management of an extensive network of services designed to meet the health and social care needs of people moving to their own homes in their community.
 
Paul holds a MSc in Public Policy from the University of Bath and a Certificate of Qualification in Social Work and a Diploma in Applied Sciences from Bristol Polytechnic.
